There, Morelos summoned the Supreme Congress, which had been declared in Chilpancingo on November 6, 1813, and passed decrees on July 3 and 14, 1815, adopting three flags and a coat of arms.\u003cbr\u003e\u003cbr\u003eThese flags and coat of arms, although the first formally established ones, had a short-lived existence as Morelos was soon captured in Ecatepec, Mexico, in December of that same year.
